Having responded to the Federal Emergency Management Agency (FEMA)
Disaster Field Offices (DFO’s) in Arkansas, Oklahoma, Texas, New Mexico,
Louisiana, and the September 11th New York World Trade Center attack,
David Corrington has investigated numerous disaster fraud related cases.
Under the FEMA Public Assistant Program, which is authorized by the
Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public
Law 93-288, FEMA awards grants to Assist State and local governments and
certain private nonprofit entities with the response to and recovery
from disasters. Specifically the program provides assistance for debris
removal, implementation of emergency protective measures, and permanent
restoration of infrastructure. FEMA also awards grants under the
Individual Assistance program to people in various communities who are
effected by disasters, as well as flood insurance provided by different
private insurance agencies.
